Six risks that decide whether Stargate becomes the backbone — or the bubble.

The central question is simple: can OpenAI generate enough high-margin AI revenue, fast enough, to justify infrastructure commitments normally reserved for nation-states and oil majors?

No-bullshit verdict

The most durable pieces are the U.S. Oracle/OpenAI buildout, the UAE sovereign campus, and the Samsung/SK memory supply pact. The weakest pieces are the capital-intensive international projects in high-cost or regulatory-heavy markets.

Financing concentration

Oracle's AI debt burden is the single biggest watch item. Lenders are reportedly hitting exposure limits; Oracle needs very large additional financing through 2028.

Power & grid

U.S. sites increasingly rely on on-site gas or grid-heavy arrangements to dodge interconnect queues. Closed-loop cooling reduces water — but not load.

Community opposition

Michigan, Texas, and others face pushback over grid load, emissions, water, and local cost. Permitting friction is a real timeline risk.

Execution synchronization

10 GW of AI capacity requires land, power, cooling, chips, memory, networking, debt, permits, and customers — synchronized. This is not software scaling.

Demand & monetization

The thesis assumes OpenAI monetizes AI at a level that justifies hundreds of billions. Plausible. Not guaranteed.

International fragility

UAE looks strong. Argentina is promising but risky. Norway and UK show that not every Stargate announcement becomes an OpenAI-controlled deployment.
